No Body to Blame – Every One is Involved

In an organized society, there is a sequence of every activity where three actors are involved to meet the needs of the society. These are sponsors who provide services – cash or kind to meet the needs of needy whom they identify as beneficiary. The medium – state and non-state actors who transmit the service to the beneficiary and the beneficiary, who receive the service to meet the needs to his or her satisfaction, work hand in hand. What is the relationship between the sponsor and the beneficiary? Apparently there is none. But it is the sponsor’s responsibility to monitor where the services provided by him go and evaluate for targeted objectives.
         
Sponsor – Sponsor is an entity (a person(s), a foundation or a government – internal or external) that budgets a part of its earning for the cause of benefiting individuals, communities or countries. The intentions are not discussed here, because we have no blames to brand.

            Medium – Medium is state or non-state actor who undertakes to deliever a service. The integrity, honesty and transparency are considered the core values of the medium. Quite often these are proven on papers. The majority of the medium consists of the government functionaries and non-government organization activists. They have, quite often, their axe to grind. The conscience is the only regulatory mechanism
         
Beneficiaries – These are the ones who are assumed to be vulnerable, unreached and without access to goods and services. Every individual has a need. We are all beggars.
          The circle will be incomplete if we fail to develop a link between sponsor and beneficiary. It is whole or part of ‘the beneficiary’ who empower the so-called ‘sponsor’ to part with a part of the benefits it receives from the ‘beneficiary’ through the institutional mechanism of ‘medium’. The beneficiary empowers the sponsor through vote, taxes and sweat.
